Minutes 2 March 2017

Minutes of the Meeting of the Normanton on Soar Parish Council held in the Hall on Thursday 2nd March 2017 commencing at 7.30pm.

Network Rail – Bridge Update

 

Philippa D’Netto Project Manager and T. Belshaw – Communications Manager gave an update to the Parish Council on the progress of the Bowley’s Bridge work.

 

Letters have been sent out to residents informing them that there has been a further delay and work is now scheduled to be completed by 10th April. There will be some road restrictions in place until 25th April 2017.

 

Completion has been delayed due to the discovery of a culvert at the base of the embankment. New drainage had to be put in before works could be completed. Armco barriers have been put in on the four corners, post and rail fencing is to be erected and where possible hedgerows replaced.

 

Road will be resurfaced during the next couple of weeks. Concern was raised with Network Rail that due to the delay in completing the bridge the planned resurfacing work in the village had been postponed as Nottinghamshire County Council would not carry out the work whilst heavy Network Rail traffic was coming through the village. Network Rail confirmed that they would have been happy to accommodate any required changes in route whilst the highway through the village was resurfaced. Nottinghamshire County Council told Network Rail that the resurfacing was not being carried out due to funding issues.

/b. Drainage – Mr Geest a Seven Trent Manager for ‘dirty water’ is attending Parish Council meetings to discuss directly any issues within the village. Although his role is as a manager for dirty water Mr Geest is happy to take away clean water and reinstatement issues. Mr Greest deals with pollution, flooding, leaks and also works alongside pumping stations.

It was proposed that Mr Geest be invited to attend a Parish Council meeting to discuss ongoing flooding issues within the village.

/a. Report from Cllr Brown – Nottinghamshire County Council are proposing a 4.75% increase in the Council Tax although the Conservatives are putting forward a proposal of 3% along with an offering of £1m for work on potholes in the County. This finance would be found from disbanding unnecessary committees within Nottinghamshire County Council. The Police and Fire services are increasing their section by 2%.

/a. Reported: Rushcliffe Local Plan Further Options document has been prepared for consultation. The consultation includes a draft green belt review for some extra sites and The Community Infrastructure Leve, a charge on new development to fund infrastructure to support developments in the area. There is a consultation taking place at the Village Hall,St. Anne’s Lane, Sutton Bonington on March 16th between 3pm and 8pm.

17.31 Ferry

1)  The ferry project is now complete and a final report is to be submitted to Nottinghamshire County Council.

 

2) The official opening of the Ferry will take place on Saturday 8th April at 2pm. Nottinghamshire County Council PR department are to be contacted to arrange coverage of the opening. Opening to be advertised on the village website and village noticeboards. BBC News, Loughborough Echo, Leicester Mercury and Nottingham Evening Post to be informed. Hathern Parish Council are to be updated on the completion of the project.

 

3) S. Sleight and K. Bonser were thanked for all of their hard work on carrying out the Ferry project.

 

4) Wild flower bed is to be planted at the far side of the cabin

 

5) K. Bonser to fit lino into the cabin along with a work surface.

 

6) S. Sleight to provide a table and two chairs.

  • Concerns re Lime Tree on Main St, Normanton on Soar have been forwarded to Nottinghamshire County Council

  • Village website has been rebuilt and will go live once information from the old site has been transferred.

  • Parish notice boards requires all old notices to be removed and the glass to be cleaned.

  • Dog litter bags are being left along public footpaths by dog owners – dog litter bags can be disposed of in the designated dog litter bins or in ordinary litter bins. Dog owners not clearing up after their dogs or found to be dumping dog litter bags will be reported to the dog warden for the appropriate action to be taken.

  • Quotations for CCTV around the Hall have been sourced. It was proposed the Parish Council contribute towards the cost of the CCTV.
